What’s new?
The FLT is now known as Foundation Learning (FL) and the Progression Pathways are now Foundation Learning Programmes. The QCDA Delivery Guidance for 2009/2010 came out in August 2009 and sets out these minor changes. The essential ingredients of PSD, vocational and functional skills remain the same. However, there is a clearer emphasis on personalised learning and destination-led study.
The DCSF have now indicated that 2009 is a crucial year for developing Foundation Learning (FL). They have asked all Local Authorities to produce a 3 year Foundation Learning Implementation Plan. The plan will set out a shared vision for partners illustrating how FL fits into the 14-19 Plan and will set out key activities to build the supply of FL provision over the next 3 years.
What is happening now in Bradford?
A first draft of the Bradford Foundation Learning Implementation Plan is being developed and will be shared with the Confederation Executive group on 18th January 2010. Once the framework and approach has been approved, we will work with partners to develop the detailed actions. The challenge is a big one! From attainment data, there are around 8,900 14-19 year olds in Bradford who could benefit from a FL programme to help them progress to a full Level 2 or gain employment. Some of these learners will be able to study at Level 2 for the vocational strand (for example Level 2 BTECs) but will combine this with Level 1 qualifications. This current year we have about 650 learners on FL programmes and this will increase dramatically over the next 3 years.
Key issues for developing Foundation Learning in Bradford for the next 5 months:
- Supporting individual organisations to work on Planning Tools at Key Stage 4 and Post 16
- Developing a shared vision of FL Implementation Plan in the context of 14-19 Partnership Plan,(raising achievement at Level 2, broadening the curriculum offer etc)
- Developing clear progression routes from FL programmes to Apprenticeships and Diplomas (click here for LSIS guidance on progression to Diplomas)
- Encouraging collaborative perspective on 14-19 progression routes
- Showcasing examples of emerging good practise for initial diagnostic assessment, individual learning plans and ongoing review
